Sends a free-form text message. Requires an active 24-hour customer service window. For out-of-window sends, use Template Messages.

POST/api/v1/contact/{phone}/send-message

Alternatively, send via the body-only variant: POST /api/v1/contact/send-message with "to" (phone) or "recipient" (BSUID) in the body.
